Certification of Telecommunication Tools and Equipment

In order to simplify certification process of telecommunication equipments and tools in accordance with international regulatory framework, the government issued a ministerial regulation 10 of 2005 on the Certification of Telecommunication Tools and Equipment (the “Regulation”).

All telecommunication equipments made, assembled, imported to or traded in Indonesia shall be certified by the Compliancy Assessment Authority (the “CAA”). The certification process will comprise of product examination and issue of certificate. The examination will be based upon technical requirements as issued by the director-general and it may consist of either equipment examination or documentation check. Equipment examination can be conducted through in-house (laboratory based) or on site (at the location where the equipment is located). Documentation checking on the other hand, will be conducted in case of Mutual Recognition Arrangement (MRA). One of two certificates will be issued - A or B. Certificate A is for factories and distributors and Certificate B is for importers and other institutions.

Application to certification may be conducted by producers, its representative, distributors, importer and business enterprises as users.

The Regulation enumerates supplementary documentation that should be attached in the application. Any change in the technical specifications of tools and equipment will require an application for a new certificate and re-certification of the changed technical specifications. Certified equipments will be labeled in accordance to the Regulation.  Previous certificate holders have 12 months to ensure their full compliance with the provisions contained in this Regulation. Tools and equipment that is yet to be certified also have 12 months to comply with the provisions of this Regulation. The Regulation revoked Ministerial Regulation No. KM. 65 of 2003. (mma)
