
Jakarta Governor has recently issued Decision No. 105 of 2004 on the Organization of New Year‘s Eve Programs for 2005 to provide guidelines for New Year Eve celebration in Jakarta.
Jakarta Governor has recently issued Decision No. 105 of 2004 on the Organization of New Year‘s Eve Programs for 2005 (“Decision”) to provide guidelines for New Year Eve celebration in Jakarta. The Decision contains 14 Articles and is enforced toward all New Year eve celebration conducted in Jakarta in the 30-31st of December 2004 period. The Decision was issued to ensure a well-ordered, successful, and ultimately peaceful transition from 2004 to 2005.
The Decision sets exact time period for New Year eve celebration, which is around 18.00 until 04.00 on either 30 or 31st December. The Venue for such celebration shall be either in tourism spots or other places which will not result in disturbance of the surroundings.
Individual or organisation holding the event must obtain prior written approval in the form of temporary performance permit from the Head of the Tourism Service. To obtain the permit, one must submit a copy of ID card of the event organizer, name list and structure of the organizing committee, written approval from the site owner, agenda, list of the performing artists, list of films displayed, copy of ticket/invitation and a copy of foreign artist performance permit for foreign artists. This requirement shall be submitted within 7 days prior to the event. After obtaining approval from the Head of Tourism Service, organizers must also obtain crowd permit from Jakarta Regional Police and The Social Department if the event include door prizes or lottery games.
Performance of foreign artists must obtain prior recommendation from Jakarta Regional Police. Celebration conducted in schools or campuses must obtain prior written approval from Rector or Headmaster accompanied by recommendation from the Ministry of Education.
The Decision also sets maximum charge for entrance to hotel, concert hall, night clubs, and other entertainment spots. Event organizers may charge more than the designated minimum charges after obtaining the Governor’s approval.
Event Organizers violating this provision may be sanctioned with forced cessation of the event by the authority or when it involves tourism site, the government may impose temporary shut of the site.
New Year eve program commencing before December 30 also fall within the provisions of this Decision. (mma)
